I haven't read the piece yet, but I suspect that it might have something to do with getting funding from the feds. She might have been forced to set up an entity like this in order to compete for funds from Bush's program.

I'm a bit baffled by this, frankly. As Eric * notes, there is no clear reason why she's pulling this, unless she has long-range political goals in mind and wants to win the approval of conservative constituents and colleagues. That's my best guess, and a not very good one.

In the meantime, the last thing some struggling guy in a substance abuse program somewhere needs is to be told to embrace Jesus. Just in my nonexpert opinion. All in all, this is not a good development.
