As you may know, some people say there is no constitutional right to vote and they are trying to get a new amendment passed to state directly that there is a right to vote (Congressman Jesse Jackson, Jr.). The constitution concerns itself with the electoral college voting and with voting in Congress, but does not explicited say individuals have a right to vote. The bill of rights does not contain a right to vote. The amendments dealing with giving the vote to woman, blacks, etc only say there can't be discrimination in voting which is not the same as stating there is an absolute right. All this sounds like a mere technicality, but it is a curious thing that some think needs fixing.

That is very curious, now that you mention it. I went back to the Constitution to reread it and sure enough as you say it details voting *within* the government, but there's no plain old proviso that says one citizen one vote. Odd. Never knew that--thanks AnnArborcrat.
