I doubt it. Elections which are THAT close (per state!) are not so common. Just because an election is hard-fought and the electorate is polarized doesn't mean the result will be close.

I hereby predict that the difference between the Kerry and Bush totals in every state will exceed 1,000 or 1/10 of 1% of the total, whichever is less.

Oh, mistakes will most assuredly be made, but races as closely balanced as Florida 2000 are not at all typical.
