Ok, this is how it works, the FCC was created to watch over broadcast media. Basically anything that was sent out over the air-waves. One of thier jobs it to make it so that people who have radio/tv stations don't use other peoples 'turf' or part of the spectrum. Now the from the start they have always considered the 'airwaves' to be public domain, and the stations that had licences to use said airwaves did so as long as 'they seved the public interest'. Ok, there is more to the story but that should give you enough info to understand the rest.
Now, see, the FCC has control over 'broadcast TV' but no other media. So the FCC can't control newspaper, internet, magazines, cable tv, or satalite. Now, I haven't read the law yet, but I'm guessing that its just for FCC regulated media. Otherwise it will be a big 'freedom of speach' violation. Plus the FCC has no authority over other media.
Finally, I hope the stupid bill doesn't get past, but also just find it hard to think that it will get past.* * * * * * * * * * * *
