After a certain number of years, they're too expensive to maintain, and the cost of scrapping them in a clean and safe way is orders of magnitude more than the value of the scrap. And on the ocean, lowest common denominator safety and environmental standards rule. Which is to say, no standards at all. Indeed, the seas are so lawless that piracy is back. Catching and prosecuting even a few of the pirates is incredibly difficult and expensive.
