There are a lot of neighborhood associations. The South side has one and meets every month at the Gilbert Residence. The East side has one too (and entered the float). There's one in Normal Park as well (http://comnet.org/local/orgs/npna/). I know people just north of MI Ave are trying to start a Midtown neighborhood association. And I've probably left out a lot more.
As far as your second point goes, James Mann does tours of different areas (EMU last year, N. Huron St. the year before) during the Heritage festival.

Thanks Brian. I have a co-worker in the Normal Park ass'n but didn't know @ the other ones. And I have heard @ the Heritage Fest tours. I was thinking of something more regular like Wystan Steven's Forest Hill cemetery tours which are I believe weekly during a period in the fall...never heard of Ypsi Pride Day I must say.
