Thanks for the response. I did trim everything I could from the bottom last year, but that left just a few branches at the bottom. I trimmed the top as much as I could so that it was angled in, with the lower parts wider (though the lower parts are sparse, so I didn't want to go too, too far. My question now is, would it help if I made the whole thing shorter? I saw a neighbor literally sheer off the top leaving the lower woody branches exposed. This seemed to encourage the lower branches to grow, resulting in a nicer-looking hedge later in the summer. On the other hand, I don't want to kill the thing....

Sorry for late response...connection problems tonight. No shearing, please, but you can trim down individual limbs. You can cut it back by 1/4 this year and 1/4 next year, is what my gardening bible advises. Your neighbor is playing with fire by shearing. No shearing! Please let me know how it turns out.
